What we believe

Our Position on Decree-Law 36/2025

We believe that Decree-Law No. 36 of March 28, 2025, represents a serious distortion of Italy’s constitutional principles. The measure introduces a retroactive restriction on the right to citizenship by descent, affecting thousands of individuals with Italian roots—many of whom are already engaged in advanced legal and administrative proceedings. We consider it an unconstitutional, discriminatory, and harmful measure that undermines the country’s social and economic fabric. We call for its immediate withdrawal and advocate for a public and legal examination of its illegitimacy, particularly in light of the risk of international isolation and the harm inflicted on Italian communities abroad, who have preserved their bond with their country of origin for generations.
We believe that the recognition of Italian citizenship by descent is an act of historical justice and a fundamental human right, as it allows millions of people to reconnect with their deep-rooted heritage. Excluding these individuals means denying a shared cultural identity and diminishing the intangible heritage of the nation. The right to citizenship—when based on a real and documentable connection—must not be subject to arbitrary political restrictions. Defending this right means upholding human dignity, promoting inclusion, and strengthening Italy’s cultural and historical presence in the world.

Why Decreto-Legge No. 36/2025 should be challenged.

 • The law violates constitutional principles, especially Articles 3 (equality), 22 (ban on revocation of citizenship), and 24 (right to defense).

• It applies retroactively, harming thousands already in or about to enter the citizenship process.

• It damages Italy socially and economically, especially by: turning away highly skilled professionals, reducing potential for rural revitalization, forfeiting public revenue from application fees

• The reform is seen as short-sighted, exclusionary, and counterproductive

• The association calls for a proactive and constitutional reconsideration of the law before it reaches the Corte Costituzionale
